SUITABILITY:
"Elan" is introduced in the show as a body double deployed to fight in duels in the place of the real Elan Ceres. He's a skilled mobile suit pilot and what better than a giant robot to punch kaiju with? Not only that, his physical and mental capabilities have been pressure-tested. He's seen reacting calmly to a terrorist attack, observing the situation and keeping a cool head in a life-or-death scenario. In a later infiltration mission, he demonstrates preparedness, quick-thinking, and the ability to play on a team to see the mission succeed.
Elan, behind the smiles and cheerful facade, is realistic and cynical. A survivor. Well aware he's a disposable tool in the eyes of the people using him, he's determined to look forward and make it out with his life anyway. He's great at compartmentalizing his emotions, can follow orders under duress, and has watched people die in front of him and still continued to function, none of which makes for a mentally healthy person but may appeal to LILITH selecting for traits in a soldier, someone who's endured pain without breaking.
While he'd resent working for LILITH, it would be more of a "not this shit again" moment. Being cyberchipped and forced to fight someone else's battles? Funny, it's not the first time it's happened to him. He'd just be swapping one set of AI overlords for another.

His appearance has been surgically altered to resemble Elan and his body implanted with a substance called permet that enables him to pilot Gundam. Under threat of death, he's ordered to seduce Suletta Mercury and obtain the secrets of the GUND format for Peil.
All that is to say, to deal with the stress of his circumstances, Elan wears not only someone else's face but facades of himself. Around his classmates, he's pleasant and cheerful, a spy pretending to pass for a student. Around his bosses, he has to convince them he's the twisted conspirator they have planted him at school to be.
Elan is neither the pleasant student nor the wicked conspirer but someone highly driven by pragmatism and self-preservation, which to him means carrying out his orders to avoid execution. He resorts to slimy means to do so and acts as if he's enjoying it, but when his mask slips, he expresses resentment towards his situation and apathy towards Peil's goals. The only goal driving Elan is his own survival, and he's absolutely committed to getting out alive. He avoids fighting seriously in a gundam and even runs from Peil when he can no longer escape execution. Though he never shows his fear on his face, it's evident in his actions.
When Elan's true emotions are allowed room to breathe, he shows a more flippant, blunt, and sarcastic attitude. He takes amusement in needling people and likes to run his mouth, but he isn't heartless nor immune to the emotions of others. He empathizes when he meets someone who shares a similar fate as him. He realizes when he takes his goading too far. Although he acts like he only cares about himself, all it takes is for him to feel a connection to someone to make him stick his neck out for her. Elan is desperate for genuine connection, as faking an identity means he's without real bonds of his own. Despite not knowing exactly who he is, he wants to be understood and seen as himself. Rather than approach others honestly though, it's easier for him to wear cheer and smugness like armor and keep his true feelings under wraps.
POWERS & SKILLS:
Pharact - Elan is a mobile suit/mecha pilot. The Pharact is a gundam model built for long-ranged sniping. Its abilities include:
• Flight - Built to maneuver in the air and can withstand flight in space
• Lasers - Equipped with a sniper rifle that fires beams
• Gundbits - These are detachable metal parts that can fly on their own and fire electromagnetic beams. Activation of gundbits require a permet score of 3 or higher (see next section)
Permet Implant - Elan's been biologically implanted with a substance called permet that gives him resistance to data storms caused by the GUND format. In layman terms, it enables him to pilot gundam. In battle, a pilot can raise their permet score which is a measure of how synchronized they are with their machine, making the gundam's limbs feel like their own and improving combat performance. The higher the score is raised, the more it will damage a pilot's mind and body. A score of 4 pushes the body to dangerous limits. 8 is instant death, to give a sense.
